اهداف:
ارتقای تولید ثروت از طریق افزایش توانمندی های فناوری و نوآوری در کشور
ارتقای زیست بوم نوآوری و شتاب دهی اقتصاد دانش بنیان
تحقق مرجعیت علمی، افزایش سهم اقتصاد دانش بنیان پژوهشی از تولید ناخالص داخلی و مصرف بهینه منابع
گسترش حمایت از توسعه اقتصاد دانش بنیان و حمایت از نوآوری و پژوهش های مسأله محور
وظايف اساسي:
ارتقا و تقویت فرآیند شتاب دهی به توسعه اقتصاد دانش بنیان در چارچوب قوانین، مقررات و اسناد بالادستی
ایجاد و تقویت زیست بوم نوآوری و تکمیل مولفه ها و حلقه های آن و تقویت زیرساخت های نهادی آن
حمایت از ایجاد، توانمندسازی و توسعه شرکت ها و موسسات دانش بنیان
توسعه و تجاری سازی فناوری های راهبردی و مورد نیاز کشور در چهارچوب نقشه جامع علمی کشور
حمایت از نوآوری و پژوهش های مسأله محور و تجاری سازی دستاوردهای فناوری و نوآوری
تقویت ارتباط میان موسسات آموزش عالی، پژوهشی و فناوری با بخش های صنعتی، اقتصادی و اجتماعی و تقویت زیرساخت های نهادی مورد نیاز برای اجرای این مأموریت
تقویت فعالیت های تحقیق و توسعه بنگاه های اقتصادی با هدف افزایش تولید
رصد، پایش و حمایت از تحریک تقاضای محصولات فناورانه و دانش بنیان
ارتقای صادرات کالاها و خدمات دانش بنیان
اعتلای ارتباطات بین المللی فناوری و نوآوری و توسعه دیپلماسی فناوری
ایجاد نظام مدیریت یکپارچه فناوری و نوآوری در دستگاه های اجرایی
ارتقای یادگیری فناوری در سطح ملی و تقویت توانمندی های فناورانه داخلی از طریق استفاده حداکثری از ظرفیت طرح های توسعه ای ملی، خریدهای دولتی از خارج و فعالیت و سرمایه گذاری شرکت های خارجی در داخل کشور

Principled Goals and Responsibilities

The principled goals and responsibilities of the scientific and technological department of presidential office
Goals:
- Promotion of the national power, production of wealth and improvement the quality of people's life through increasing technological capabilities and innovation in the country
- Promotion of "national innovation system" and completing the components and its chains
- Development of "knowledge-based economy" through intersectional and intersystem coordination and synergy
- Promotion of relations among "knowledge", "industry" and "society" and facilitating the exchanges between the technological and innovation supply and demand sectors
- Commercialization of the technological and innovative achievements and the development of the knowledge-based companies
- Development of the strategic and nationally-prioritized technologies stresses in the country's comprehensive scientific plan
- Advancing the international scientific, technological and innovative relations and the development of scientific and technological diplomacy
Main responsibilities:
1) Planning, intersectional cooperation and synergy in the "national innovation system" to materialize the knowledge-based economy
2) Coordination and synergy among the plans for developing the country and the macro policies for the development of the country's science and technology
3) Policy-making and planning for providing financial resources in the scientific, technological and innovative system of the country
4) Targeting, guidance and development of the applied, demand-oriented and mission-oriented researches and helping their commercialization
5) Development of technology, strengthening commercialization process and supporting the knowledge-based institutions and companies and the design engineering companies
6) Supporting the expansion of research and development activities in the country and promoting the "technological management" power in the knowledge-based companies
7) Future-tracking and observing technology, development of technological information centers and creating and organizing general and specialized technique markets
8) Supporting the creation and strengthening the scientific, technological and innovative infrastructures
9) Promotion of technological entrepreneurship and improving the atmosphere of knowledge-based business and guiding the country's capitals towards the production of goods and knowledge-based services
10) Development of risk-taking investment and providing necessary finance in the knowledge-based economy.
11) Helping the promotion of intellectual property system and the standard system in the scientific, technological and innovation fields
12) Helping the promotion of media and culture-making activities in the scientific and technological fields
13) Supporting the creation and empowerment of the private associations in the field of goods exports production and development and knowledge-based services
14) Taking necessary measures to develop the scientific and technological priorities of the country's comprehensive scientific plan
15) Guiding "the strategic technologies headquarters" and "knowledge, industry and market centers"
16) Supporting the spread of the superior technologies in the existing industries and guiding the implementation of "macro technological and innovative plans" in the strategic pivots and main needs of the country
17) Stimulating demand, market-making and market guaranteeing for the internal productions and marketing and exporting the knowledge-based goods and services
18) Development of science and technology diplomacy and international relations and developing the foreign investment in the knowledge-based plans, guiding the Iranian human resources and finances outside the country and development of the international science and technology networks, specially the Muslim world, through cooperation and coordination with the relevant bodies
19) Observing the international opportunities to develop technology, specially identifying and achieving the newly-emerged technologies through cooperation and coordination of the relevant bodies
20) Development of the identification, attraction, transfer and spread processes in the country through cooperation and coordination with the relevant bodies

The department was established with the aim of providing the ground for increasing the scientific, technological and innovative relations with other countries and also achieving a specified and considerable position in the regional and international trade of the knowledge-based products.
To this end, the international affairs and technological exchange department is responsible for policy-making and planning for coordination among other units of the scientific and technological department of presidential office on the international activities and also other scientific, technological and innovative centers within and outside the country.
Studying the obstacles and policy-making to remove them in creating scientific, technological and innovative relations, reaching the effective methods in creating relations and increasing exports, identifying the internal and foreign centers and organizations, assessing the existing capacities to enter the scientific arena and the international markets, presenting supports and persuasion, inking contracts and Memoranda of Understanding (MoUs) and supervising their implementation, policy-making in the field of science and technology diplomacy, creating the necessary infrastructures to exchange technology and rendering the related services, … are among the policies of the the international affairs and technological exchange department.
The office of development of international business
Growth and development of the exports of knowledge-based goods and services is among the goals of the international affairs and technological exchange department which needs identification of the capacities of the internal technological companies and the international markets.
Identifying the capable knowledge-based companies and their persuasion and considering supportive packages, creating a sound competition environment among the manufacturing companies and their presence in the specialized international exhibitions and exchanging the trade delegations to introduce and present the country’s technological products will pave a proper ground for the expansion of the exporting activities.
Technology diplomacy office
The science and technology diplomacy has grown today to the extent that it has affected the countries’ foreign policies. Therefore, its consolidation to develop the technological cooperation with other countries is among the policies of the international affairs and technological exchange department.
Creating joint committees for technological cooperation with other countries, presence in the international scientific and technological organizations with the aim of using their capacities, supporting the dispatch of technological cooperation attachés, explaining and planning the macro policies for the international cooperation in the technological field, supporting the grounds for the expansion and promotion of the literature of the country’s scientific and technological diplomacy, etc. are among the plans of the international affairs and technological exchange department for the development of the science and technology diplomacy.
Technological exchanges office
The international affairs and technological exchange department has materialized the promotion of the strategic plans for the exchange of the technological knowledge by observing and analyzing the new technologies at the international level, creation of the regional and international networks, policy-making and compilation of the strategies of the development of the instruments for exchanging technology, monitoring the international opportunities for the exports and exchange of technology, etc. Creating common grounds for cooperation with the similar institutions in exchanging technology in other countries and elaborating on the policies and necessary regulations for the development of such exchanges are among other responsibilities of this office.

رشد و توسعه صادرات کالا و خدمات دانش‌بنیان، یکی از اهداف معاونت امور بین‌الملل و تبادل فناوری است که نیازمند شناسایی ظرفیت شرکتهای فناور داخلی و بازارهای بین‌المللی می‌باشد.
چگونگی فراهم‌سازی بستر مناسب به منظور تحقق این مهم نیازمند برنامه‌ریزی کلان و سیاستگذاری اجرایی است تا منجر به تجاری‌سازی، رشد و توسعه فعالیت‌های شرکتهای دانش‌بنیان، ورود به بازارهای بین‌المللی و در نهایت ثروت‌زایی گردد.
یکی از مهمترین شاخصه‌های اقتصاد مقاومتی حضور فعالانه و گسترده مردم و بخش خصوصی در عرصه فعالیت‌های اقتصادی است و چون صادرات غیرنفتی که اصلی‌ترین محرک و موتور رشد اقتصادی و رونقِ آن و مهمترین عامل برای دست‌یابی به توسعه پایدار است، جز با حضور بخش خصوصی و حمایت‌های دولت گسترش نمی‌یابد، حمایت‌های دولت بسیار حیاتی است.
بر اساس همین ضرورت بوده که معاونت علمی و فناوری ریاست جمهوری در حوزه‌ی ساماندهی صدور کالاها و خدمات دانش بنیان در چارچوب تقسیم کار ملی که نقشه جامع علمی کشور، سیاست‌های کلان اقتصاد مقاومتی، برنامه پنجم توسعه و شورای اقتصاد تعیین کرده‌اند، با هدف هدایت ظرفیت‌های جامعه علمی و فناوری کشور به سمت تبدیل ایده‌ها به کالاها و خدمات دانش‌بنیانی که از کیفیت لازم برای ورود به بازارهای داخلی و بین‌المللی برخوردار باشند، سیاست‌ها و برنامه‌های مختلفی را تدوین و اجرا نموده است.
دفتر توسعه کسب و کار بین‌المللی که یکی از زیرمجموعه‌های معاونت امور بین‌الملل و تبادل فناوری معاونت علمی و فناوری است، در چارچوب اهداف و وظایف ذیل که بر اساس ماموریت‌های معاونت علمی و فناوری و اسناد بالادستی کشور تنظیم شده‌اند، در تلاش است تا سهمی شایسته در تحقق اقتصاد دانش بنیان ایران اسلامی داشته باشد.
اهداف و وظایف
تدوين و اجراي برنامه‌ها و خط مشي‌ها و بسته‌هاي حمايتي مرتبط با توسعه صادرات كالاها و خدمات دانش‌بنيان با مشاركت مراجع ذيربط.
برنامه ریزی، هدايت و تشويق شركت‌هاي دانش‌بنيان توانمند به منظور ورود در بازارهاي منطقه‌اي و توسعه بازار های پیرامونی و گسترش زنجیره ارزش منطقه ای.
تهيه و اجراي دستورالعمل‌هاي لازم و همكاري با سازمان‌هاي ذيربط درجهت تسهيل و حسن اجراي برنامه‌هاي صادرات، واردات نهاده‌هاي صادراتي، ترخيص كالاها و رفع موانع اجرايي در حوزه شركت‌هاي دانش‌بنيان.
سياستگذاري و حمايت از رویه‌های تجاری مرتبط نظیر هیأت‌های تجاری، کارگاه‌ها و سمینارها، برپايي نمايشگاه‌هاي محصولات و خدمات فناورانه ايران در كشورهاي هدف.
سياستگذاري و حمايت از ايجاد و توسعه ترتیبات متنوع یکپارچه سازی SME ها و از جمله شركت‌هاي مديريت صادرات و خوشه‌هاي صادراتي و شبکه های صادرات به منظور كمك به رشد صادرات شركت‌هاي دانش‌بنيان.
حمايت از تهيه و به‌روزرساني مستندات و بانك‌هاي اطلاعاتي محصولات و خدمات فناورانه قابل صادرات به زبان‌هاي خارجي .
برنامه ریزی جهت جذب سرمايه‌هاي خارجي براي مشارکت در پروژه‌هاي فناورانه و تدوين و پيگيري سياست‌ها، ضوابط و برنامه‌هاي حمايتي مربوط به امور سرمايه‌گذاري خارجي و سرمايه‌گذاري‌هاي شركت‌هاي دانش‌بنيان در خارج از کشور.
برنامه‌ریزی در خصوص نحوه همكاري و جذب کمک‌هاي فني و اقتصادي از نهادهاي اقتصادي بين‌المللي با استفاده از ارتباطات و همكاري‌هاي نهادهاي ذيربط داخلي.
مدیریت تحقيق و مطالعه تطبيقي قوانين و مقررات در زمينه‌هاي سرمايه‌گذاري خارجي، اقتصادي، بازرگاني، مالي، پولي و بانکي، صادرات، واردات، گمرکي، بيمه، کارگري و مالياتي در ديگر کشورها.
برنامه ریزی جهت تشویق شرکتهای دانش بنیان جهت گسترش فعالیت های صادراتی، پیشنهاد کمک ها و مشوق ها به منظور توسعه صادرات فناورانه.
